Scientific Standards
Assessment & Certification

SMAT medical training programmes are developed through a structured approach that integrates scientific knowledge, professional guidelines, multidisciplinary expertise and operational experience.

This approach aims to ensure that training content remains relevant, applicable to real-world operational conditions and regularly reassessed, while clearly defining the expected competencies, assessment methods and certification requirements specific to each programme.

OUR APPROACH

A Structured Scientific and Educational Framework

The design and continuous development of SMAT medical training programmes are based on several complementary components. The objective is not simply to incorporate a single guideline into a training programme, but to critically analyse the available evidence and assess its relevance in relation to the required competencies, participants’ levels of expertise and the operational constraints of the environments in which these competencies will be applied.

01
Scientific Evidence
Analysis of available scientific evidence and data relevant to the competencies being taught.
02
International References
Consideration of relevant professional guidelines and international references applicable to each field.
03
Expert Review
Contributions from professionals and specialists with relevant scientific, medical, educational or operational expertise.
04
Operational Relevance
Adaptation of learning objectives and training methods to real-world operational conditions, available resources and the constraints of intervention environments.
FROM REFERENCES TO STANDARDS

How SMAT Standards Evolve

A training standard is not based on a single source. Its development involves analysing relevant references, interpreting them through expert review, and translating them into learning objectives, observable competencies and assessment criteria tailored to the context of each programme.

01
Review
Analysis of relevant scientific evidence, guidelines and professional references.
02
Expert Analysis
Scientific, medical and operational interpretation by specialists with relevant expertise.
03
Standard Development
Definition of learning objectives, expected competencies and programme-specific requirements.
04
Training Design
Translation of expected competencies into learning activities, practical workshops, simulations and operational scenarios.
05
Assessment
Assessment of knowledge, competencies and performance against programme-specific requirements.
06
Review & Update
Periodic reassessment of the programme in light of scientific, professional and operational developments.
AN ESSENTIAL DISTINCTION
International References and SMAT Standards
SMAT draws upon relevant scientific evidence, guidelines and professional references issued by organisations recognised within their respective fields of expertise. These references provide a foundation for programme development and are not presented as publications produced by SMAT. SMAT standards define how learning objectives, competencies, educational content and assessment methods are structured and implemented within its own training programmes.

ASSESSMENT & CERTIFICATION

Assessing Competencies, Not Just Knowledge

Within SMAT medical training programmes, assessment aims to verify participants’ ability to apply their knowledge and demonstrate the expected competencies under the conditions defined by each programme.

Depending on the nature of the training, assessment may combine theoretical knowledge, practical skills, decision-making, situational exercises and performance during practical scenarios.

01
Knowledge
Assessment of participants’ understanding of the principles, priorities, procedures and essential knowledge required for the programme.

02
Technical Skills
Evaluation of participants’ ability to perform the required practical skills and techniques in accordance with the assessment criteria established for the training programme.

03
Decision Making
Assessment of participants’ ability to identify priorities, adapt their actions and make appropriate decisions based on the situation.

04
Scenario Performance
Observation and assessment of how participants integrate and apply their competencies during practical exercises and scenarios appropriate to the programme level.

CERTIFICATION
Certification Confirms Compliance with Defined Requirements
Where a programme leads to SMAT certification, certification is awarded to participants who have successfully met the assessment requirements established for that programme. It confirms successful completion of the training pathway and its corresponding assessments at the time of certification.
The scope of a certification depends on the specific programme concerned. Unless explicitly stated through applicable regulatory provisions or recognised external accreditation, an SMAT certification does not replace a professional licence, authorisation to practise or nationally regulated qualification.
MEDICAL PROGRAMMES

Three Programmes, Different Operational Environments

SMAT medical training programmes address distinct operational contexts. Each programme has its own learning objectives, expected competencies, training methods and assessment criteria.

MEDICAL · TACTICAL
TECC
Tactical Emergency Casualty Care
A programme focused on trauma casualty care in tactical, complex or high-risk environments, where medical priorities must be adapted to security constraints and operational conditions.
MEDICAL · REMOTE
CLS MIRA
Combat Life Saver Medicine In Remote Areas
A programme focused on the initial management of trauma casualties in remote or resource-limited environments, with particular emphasis on operational constraints, delayed evacuation and continuity of care.
MEDICAL · CBRN
TECR-CBRN®
Tactical Emergency Casualty Response in CBRN Environments
A programme focused on the operational management of casualties in contaminated environments, integrating medical considerations, responder protection, contamination risks and decontamination procedures into the overall casualty management strategy.
CONTINUOUS REVIEW

Standards Designed to Evolve

Medical knowledge, professional guidelines, technologies and operational environments continue to evolve. SMAT medical standards and training programmes are therefore intended to undergo regular review to maintain their scientific, educational and operational relevance.

This approach draws upon the analysis of relevant scientific and professional developments, experience gained through training and exercises, operational feedback, and the expertise brought together within the SMAT Scientific Advisory Board.

01
Scientific Evolution
Consideration of new scientific evidence and relevant developments in professional guidelines.
02
Operational Feedback
Analysis of feedback from training, simulation, exercises and real-world operational environments.
03
Expert Review
Involvement of specialists with relevant scientific, medical, academic and operational expertise.
